The standard behind SAM’s prioritisation - aligned with asset management standards and the risk frameworks most utilities and councils already use - is intentionally simple to explain and impossible to hand-wave:

Risk Score = Probability of Failure (PoF) × Consequence of Failure (CoF)

Both PoF and CoF are normalised to a 1–5 scale, giving every asset a risk score from 1 to 25 that plots directly onto a standard criticality matrix. Councils that need one consequence (typically safety) to dominate regardless of the others can apply a maximum rule instead of a weighted blend; SAM supports both, set by policy rather than hard-coded.

Grade 1

Excellent

Requires only routine maintenance. An aggressive preventive cycle of sealing, patching, grading and overlays extends asset life and avoids costly reactive measures.

Grade 2 / 3

Good / Fair

Needs preventative work in addition to routine maintenance - for example drainage issues, minor structural remediation, or ADA access modifications.

Grade 4

Poor

Requires extensive work and significant investment to correct deficiencies; deterioration now demands more invasive, costly capital treatment.

Grade 5

Very Poor / Serious

Nearing end of useful life. Reconstruction is more economical than continued repair or upgrade - replacement should be actively planned.
